It has to do with the spotting ability and the status displayed if they don't see the enemy, they won't run and if they are listed as "Following Ita_Saga's army" they will show up on the battle field. You can trick them into fighting in battles if you are careful. So many npc lords are craven cowards that it can be difficult to get things done. Improving the engineering skill is how you fix that problem. With low skills, a siege can take so long that your allies take off before the battle even starts. If you are in charge and start the sieges, your skills will be used to determine how long sieges take, etc. There are a few tricks you can use to make life easier though. The thing is, when I get to that point, becoming a King tends to make more sense. I only take the Marshall role when I really feel the need to take direct control over my faction.
